Keynote Speaker
Jeff Martin

Jeff A.D. Martin is a nationally recognized speaker, author, and equity advocate with over 20 years of frontline experience in policing and community leadership. As a police investigator, Jeff has worked extensively in community engagement, trauma-informed practices, and organizational transformation. His work focuses on integrating empathetic leadership and inclusive practices into public safety and community development.

Jeff’s insights have been sought by various organizations, including municipal governments, educational institutions, and community groups. He is known for his ability to translate complex concepts into actionable strategies that resonate with diverse audiences. Through his engaging presentations, Jeff inspires professionals to lead with purpose, advocate for equity, and create environments that foster safety and belonging.


Keynote Speaker
Mehdi Louzouaz

Mehdi Louzouaz is a Senior Manager of Strategies and Programs within Ottawa Community Housing Corporation (OCHC), where he leads strategic initiatives that strengthen community safety, resident resilience, and crosssector collaboration across OCH neighbourhoods. With over 20 years of experience within community development, crime prevention, emergency response, and CPTEDinformed community planning, Mehdi has continually maintained his focus on building safer, more connected, and more inclusive communities.

In support of the CPTED principles, Mehdi has applied these throughout his career whilst supporting neighbourhoodlevel safety assessments, guiding residentled interventions, and integrating environmental design strategies into OCH’s community development and safety approach. His CPTED experience spans improving designs for social housing communities, postincident response, and supporting neighbourhood improvements that reduce risk and enhance community wellbeing.

Additionally, Mehdi holds frontline and crime prevention experience, having served as an Auxiliary Police Officer with the Ontario Provincial Police and as an Operations Manager with the Canadian Red Cross Emergency Response Team for more than a decade. He has contributed to the development of the postincident protocol currently used by the City of Ottawa, reflecting his leadership in coordinated crisis response and community safety planning.

Mehdi has academically achieved his engineering degree in Computer Management from the European Institute of Cooperation in France, as well as a double Baccalaureate in Social Work and Business Administration from the University of Quebec in Outaouais. Presently, he is pursuing his Project Management Professional (PMP) certification.

With a multicultural upbringing across France, Algeria, Iran, Lebanon, Sudan, Tunisia, before settling in Ottawa in 2001, Mehdi brings a deeply global perspective to community safety, emphasizing culturally responsive strategies and collaborative approaches that empower residents and strengthen community partnerships.


Tom McKay is the founding President of CPTED Canada and a retired member of the Peel Regional Police. He is the Immediate Past President of the International Society of Crime Prevention Practitioners (ISCPP), where he has served on the Board since 2006, and is a member of the International Association of Chiefs of Police Crime Prevention Committee.

Tom holds a Bachelor of Commerce degree and a Certificate in Law Enforcement and Administration from the University of Toronto. He has lectured extensively on Crime Prevention Through Environmental Design and developed both basic and Level II CPTED courses delivered across North America and Bermuda.

Tom also works as a crime prevention and CPTED consultant and is frequently called upon by media as a subject matter expert.


Paul Ferris is Principal of Ferris + Associates Inc., one of Canada’s leading landscape architecture firms, and a respected member of the Canadian development community. With more than 35 years of experience, he has contributed to the design and implementation of numerous landmark projects in the Greater Toronto Area, including the Enercare Centre, Rogers Centre, Scotiabank Arena, Markham Civic Centre, the CityPlace residential community, and the Niagara Fallsview Casino.

Paul holds a Bachelor of Landscape Architecture from the University of Toronto and founded his first practice in 1978, later establishing Ferris + Associates Inc. in 2002. He is a registered member of the Ontario Association of Landscape Architects and the Canadian Society of Landscape Architects, serves on several advisory boards, and has extensive experience as an expert witness before the Ontario Land Tribunal.


Barry Horrobin has worked as a professional planner since 1988 and currently serves as Director of Planning and Physical Resources for the Windsor Police Service, while also working as an independent safety design consultant. He specializes in environmental criminology, examining how the design and use of built environments influence crime, disorder, and community wellbeing.

Barry holds a Master’s degree in Geography (Resource Planning) and an Honours BA in Resource Management from the University of Windsor, along with a diploma in Municipal Administration from St. Lawrence College. He holds advanced law enforcement planning and Certified Municipal Manager designations.

A board certified CPTED expert trained under Timothy Crowe, Barry frequently provides consulting services, expert testimony, and training across North America. He is also actively involved in community volunteer work.


Kyle Eltherington is no stranger to CPTED principles, as he has spent 25 years working in a Risk Management based transportation organization. He also holds a certification from ISCPP and has attended multiple CPTED courses and seminars.

His current role as a Country Security Manager makes him responsible for developing and enhancing internal physical security programs while offering assistance and guidance to key suppliers and customers utilizing CPTED.

Kyle is a member of CACP (Canadian Associate of Chiefs of Police) and sits on various committees for ULC and ISO.

With an ongoing dedication to education, Kyle is affiliated with ASIS, IAFCI as well as other Security Management organizations.


Michael White is an internationally recognized forensic security and risk management consultant specializing in protecting organizations and individuals. Grounded in forensic science, he conducts comprehensive security assessments, investigates incidents, and provides strategic guidance to mitigate risk and strengthen security operations.

Michael brings extensive emergency management experience, assisting private organizations, government agencies, and high profile individuals with risk mitigation, security enhancement, and preparedness planning. He focuses on practical, cost effective solutions that align with organizational objectives.

He holds several professional certifications, including CPP from ASIS and CRM, along with a postgraduate certificate in Security Management and an advanced certificate in Political Violence and Terrorism Studies from the University of St. Andrews. Michael is also an ISO PECB certified trainer and Lead Implementer in ISO 22301 Business Continuity Management Systems.


Leah Logan is a Regional Director at Indwell – a non-for-profit Christian organization that is currently providing a range of supportive housing to more than a thousand households across southwestern Ontario.  Leah is responsible for the development and management of Indwell’s supportive housing programs within Waterloo and Halton Regions.

Leah’s purpose is driven through advocacy to create vibrant, livable, and safe communities where all can feel a sense of belonging. With a background in community development and program design in the social services and housing sectors, Leah focuses on developing strategic approaches, innovative models and problem-solving initiatives to foster incredible health outcomes for the most marginalized in our communities.


Bruce Davis is a consultant specializing in communications, community outreach, development consulting and project management.  He is a facilitator, project manager, public speaker, writer and housing nerd with 30+ years working at the intersection of private business, government and the public.

These days Bruce is primarily focused on the creation of quality, safe, affordable housing. In the past 20 years he has led community engagement for dozens of new shelters, supportive and affordable housing projects and consumption treatment centres. He routinely works with clients to develop housing, from site selection to feasibility analysis to community engagement and project management.

Bruce is the President of Public Progress, a small consultancy with offices in Toronto and Kingston, Ontario.


Paul Selzer is a Community Safety Advisor with Kelowna’s Community Safety Department. He possesses a bachelor’s degree in public administration, a project management certificate, and holds a CPTED professional designation from the National Institute of Crime Prevention. Committed to redefining how communities approach safety, Paul empowers City staff to address citizen concerns through innovative training and technology. By co-developing a live reporting app and interactive dashboard, Paul is helping build safer, more connected communities.


SGT John Drader brings over 27 years of experience with the Ottawa Police. He currently leads the Community Police Unit, a pro-active team dedicated to addressing community concerns, resolving ongoing issues, and implementing strategies to prevent future problems. Throughout his career, SGT Drader has served in various capacities, including a Detective with the Break and Enter Unit, Tactical operations, Neighborhood Policing, Frontline Operations. He is currently seeking to take on the role as the CPTED instructor with the Crime Prevention Unit, sharing his expertise to help enhance safety and community well-being.


Sergeant Sébastien Lemay is a veteran officer of the Ottawa Police Service (OPS), having served with the organization since 2009. He acquired investigative experience by becoming a Scene of Crime Officer, assisting the Forensic Identification unit, and also assisting in Impaired Driving files as a Breathalyzer Technician. He currently holds the rank of Sergeant within the Central District Community Policing Unit. Since 2017, Sgt. Lemay has been a dedicated presence in the ByWard Market, Lowertown, and Sandy Hill neighborhoods, focusing on localized community outreach. Recognizing that trespassing on private property was a significant concern for business owners, he created and took on the role of Agent Status Program Coordinator. This initiative enhances the OPS’s ability to enforce the Trespass to Property Act on registered private properties. Sergeant Lemay is deeply committed to the philosophy of proactive policing, strongly valuing prevention, education, and relationship building as the core pillars of his work. His duties include acting as a key liaison between residents and the OPS to address community issues and sharing crime prevention strategies. He regularly uses and promotes CPTED principles to empower property owners to play an active role in crime and social disorder prevention. Sergeant Lemay is fully bilingual in French and English, both languages which he regularly uses to deliver presentations geared to educate the audiences on how to be better community safety allies.


Sean Sportun is a respected security professional with more than 30 years of experience in corporate security and loss prevention. In May 2024, he was appointed National Director of Loss Prevention and Corporate Security at Empire Company Ltd. (Sobeys). Previously, he served as Vice President of National Accounts and Community Engagement for GardaWorld Canada and spent 15 years leading Circle K’s Loss Prevention team.

Sean holds an Honours diploma in Law Enforcement from Seneca College and leadership certificates from Queen’s University and Harvard University. He is a CPTED Level 2 Practitioner, Situation Awareness Specialist Advanced Practitioner, and International Crime Prevention Specialist.

A long-time community safety advocate, Sean serves as Chair of Toronto Crime Stoppers and is an associate member of the Canadian Association of Chiefs of Police. He has received numerous awards recognizing his leadership and contributions to community safety.


Tad Twidwell is a CPD Instructor with the National Institute of Crime Prevention (NICP) and the developer of the NICP’s CPTED for Libraries specialized training course. Over the past 22 years, Tad has built a career that uniquely bridges public safety and public libraries, spending a decade in law enforcement and another twelve years in library leadership and operations.

Today, Tad works in the field of physical security for libraries, where he manages integrated safety systems and conducts site and security assessments across a variety of public facilities. His approach to library security is practical and balanced: protect people, information, and assets while preserving the welcoming, accessible character that defines public libraries.

As the lead instructor for CPTED for Libraries, Tad brings a distinctive, real-world perspective on safety design, drawing on his rare combination of experience in both law enforcement and library management. His training programs are practical, engaging, and focused on giving participants tools they can put to use immediately in their own library spaces.


Khatereh Baharikhoob is a seasoned urban planner and landscape architect with over 15 years of experience leading complex campus planning, urban design, and public realm projects across Canada. Her work integrates principles of Crime Prevention Through Environmental Design (CPTED) with broader goals of sustainability, accessibility, and community building, with particular attention to second-generation CPTED approaches that emphasize social cohesion, inclusion, and community culture.

An advocate for meaningful engagement and an IAP2-certified engagement specialist, Khatereh advances planning processes that are collaborative, transparent, and community-centered. She has contributed to major institutional projects for universities including the University of Guelph, Toronto Metropolitan University, and York University, with a focus on creating safe, inclusive, and resilient environments.


Carl Lacelle CPP CISSP
Director, Operations – Investigations & Risk Mitigation

With over 25 years of real-world experience in the security industry, Carl Lacelle is a seasoned leader in security management, risk mitigation, and operational excellence. He has worked with industry leaders such as GardaWorld, BRP (Bombardier), Microsoft, and Air Canada, where he has spearheaded initiatives to design and implement comprehensive security programs, strengthen organizational resilience, and align security strategies with corporate objectives.

Carl holds dual board certifications: the Certified Protection Professional (CPP) designation from ASIS International and the Certified Information Systems Security Professional (CISSP) designation from ISC2, demonstrating his expertise in both physical and information security domains.

Throughout his career, Carl has led the development of physical security programs, managed business resilience initiatives, and delivered complex security projects for diverse industries. His ability to integrate security operations into broader business strategies, coupled with his practical, results-driven approach, has earned him a reputation as a trusted authority in the field.

As Sales Manager with Convenience Group Inc., the leading dealer with over 50 years of market experience within the Window Film Canada network, Paul Alarie specializes in 3M security window film and protective glazing systems.

With extensive experience across Ontario’s commercial and high-rise property management sectors, Paul and his team work with property managers, consultants, and contractors to identify vulnerabilities and implement effective, layered security solutions.
