CPTED Ontario – Honour Roll

Timothy D. Crowe

Timothy D. Crowe, renowned criminologist and author of the textbook Crime Prevention Through Environmental Design, passed away on February 21, 2009, after a brief cancer-related illness.  Tim served as a consultant and trainer over a distinguished 35-year period during which time he personally trained over 6,000 police officers, community planners and design professionals from across the United States and numerous other countries. Tim lent his expertise to housing, school security and transportation programs in Japan, New Zealand, Australia, Canada, The Virgin Islands and Puerto Rico.  He was also instrumental in the planning of significant events and neighbourhood redevelopment programs. Tim served as the Director of the National Crime Prevention Institute (NCPI) at the University of Louisville and created NCPI’s CPTED training program and was the principle CPTED instructor for the American Crime Prevention Institute.

On Oct. 19th, 2003, Tim was named the first Honourary member of CPTED Ontario having generously agreed to be the keynote speaker at the inaugural CPTED Ontario conference held in Mississauga, Ontario in the fall of 2001.   Tim was invited back to our 7th annual conference where he once again agreed to generously speak at the York Region conference held in the fall of 2007. Tim’s academic studies include an extended stay in Florence, Italy, where he attended courses in architectural history and classics, a B. S. degree in Criminology and Humanities and a M.S. degree in Criminology. Tim is fondly remembered by those who knew him and benefitted from his “unique intelligence, wit and humour”.   Tim was the first recipient of the CPTED Ontario Honour Roll.

Patricia (Pat) Saito

Pat Saito was first elected to Council in the City of Mississauga and Region of Peel in 1991 having served in that capacity until her retirement in the fall of 2022. Having had a long history of community involvement that included serving on the local residents’ association and bringing recreational and social programs to her community, Pat’s focus during her long career in politics has been on community development.

As a volunteer and then as a Councillor, Pat dedicated much of her time to crime prevention, traffic safety, health and youth and children’s issues. Pat was a founding Director of the Mississauga Crime Prevention Association (now Safe City Mississauga) in 1992 and served as a director for much of her time on Council. Working with Tom McKay, formerly of Peel Regional Police, Pat initiated the very successful Peel Crime Prevention Through Environmental Design Committee in 1994, which she chaired for many years.  This committee resulted in CPTED being incorporated into all planning within the City of Mississauga and the Region of Peel and developed principles of design that are still in use today. As the work of the Peel CPTED Committee was fulfilled, in 2005 Pat initiated and served on the Peel Youth Violence Prevention Network.  She also served on the Peel Regional Police Internet Safety Committee. In 2006, Pat’s contributions were recognized by Peel Regional Police who awarded her the prestigious Robert Boyne Award for Crime Prevention.  In 2013 she was further honoured with the Crime Prevention Ambassador Award by the International Society of Crime Prevention Practitioners.  In 2017, Pat was awarded her Long Service Award from the Province of Ontario for 25 years of municipal service.

Pat was also a driving force in the creation of the Mississauga Safe Driving Committee, renamed Road Safety and helped implement many traffic safety campaigns. As a regional Councillor, Pat has served on almost every committee in Peel, chairing the Works Committee and Budget Committees and most recently the Health Services Integration Committee. Pat was the second person to be named to the CPTED Ontario Honour Roll at the 2015 CPTED Ontario conference.

Sgt. Avery Bassett – Director

Avery joined the Ontario Provincial Police (OPP) in January of 1995 and began her career at the Midland OPP general duties detachment, then spent several years as a Detective Constable in the crime unit.  Avery then worked in the Intelligence Bureau and Security Bureau until 2014 when she was promoted to Sergeant in Community Safety Services (CSS). She is currently working in the Community Mobilization and Engagement Operations section.

This role manages community safety and crime prevention programs and ensures that the OPP’s Community Safety Officers have the tools they need to deliver community-based programming. Avery works with various community stakeholders and represents the OPP in these partnerships; CPTED Ontario being one of them. Over the years Avery has conducted several property security reviews at both residential properties and small businesses to include a hospital, environmental office, rural township office, community housing property, a library, and a farm property.

Avery has completed the CPTED level 1 and 2 courses offered by the CPTED Professional Training Centre

In her spare time, Avery enjoys volunteering in the community and outdoor activities such as biking, swimming, tennis, and skiing.

Brian Page – Director & Registrar

Brian PageBrian Page is a Landscape Architect with a passion for ensuring urban development meets the needs of the users of the space from a live, work, play and feeling safe perspective.

Brian is a Full Member of the Canadian Society and Ontario Association of Landscape Architects, and the Ontario Association of Certified Engineering Technicians and Technologists. Brian has completed the Advanced CPTED Training Program with the National Institute for Crime Prevention.  The Ontario Association of Landscape Architects bestowed the Public Practice Award to Brian for his outstanding leadership in public practice.

Brian has over forty years of experience in urban design and municipal affairs.  Brian managed the Site Plan Development Approvals Section for the City of Kitchener.  He Chaired the Site Plan Review Committee that was made up of a multi-disciplinary departmental team in providing solutions to design problems and ensuring CPTED principles were implemented into proposed developments.  Brian led the development of the City’s award-winning Urban Design Manual, in which he included a section on CPTED, making a CPTED report of proposed developments be a requirement for Site Plan Approval.

Most recently Brian was the Vice President of Municipal Affairs and Urban Design for Molok North America Ltd.

Brian loves to downhill ski, bike, and travel in his leisure time.


Wayne Nishihama – OALA, CSLA Treasurer

Wayne NishihamaWayne is a retired landscape architect of the Ontario Association of Landscape Architects and the Canadian Society of Landscape Architects. He is one of the Founding Directors of CPTED Ontario (2001) and remains as one of the directors, today.

In 2013, Wayne retired from the City of Mississauga after thirty-eight years in which he served as the Manager of Urban Design for the Planning and Building Department. During this time, he formed and chaired the Mississauga CPTED Advisory Committee and developed the Mississauga CPTED Principles document, which provides the City with principles and strategies to create a safer and more livable City.

In 1996, Wayne received a Civilian Citation from the Regional Municipality of Peel Police Services Board for his contribution in the development of CPTED in the Peel Region. In 2001, Wayne received the Public Practice Award from the Ontario Association of Landscape Architects, recognizing his outstanding leadership in public practice.

In 2013, Wayne opened his own consulting practice under WGN Collaborative, specializing in urban design and CPTED. In the same year, Tom McKay and Wayne created the CPTED Professional Training Centre, which provides CPTED training for the police services, the security industry, municipalities, property managers, community leaders, planners, landscape architects, architects and engineers.


Danette Dalton, BES, MCIP, RP – Director

Danette has a passion for community building & design and encouraging safe and healthy communities. She has held a variety of community planning and development roles throughout her career, where she has worked closely on many new design projects.  Danette is a Registered Professional Planner and is a member of the Canadian Institute of Planners.


Jason Bedell – Registrar

Jason began his community safety career at the age of 18 when he was accepted as a Police Officer with South Australia Police. He spent 10 years involved in a variety of specialized criminal investigative units where he gained experience both nationally and internationally. In 2013, Jason moved to Canada and joined the City of Kelowna shortly after.

He was first hired as a municipal employee of the RCMP’s Crime Prevention Unit before moving into his current position as Community Safety Advisor. In this role, he provides robust leadership to both his team and the community and thrives in roles ranging from advocator and educator to convenor and coordinator.

Jason is passionate about increasing CPTED knowledge throughout his community by demonstrating the importance of meaningful, appropriate usage of CPTED to aide and support all members of the community. This passion led him to direct Kelowna’s first CPTED Cohort where he manages a diverse group of professional City employees who are dedicated to making a safe and inclusive community using CPTED principles.

He is enthusiastic about community service, having volunteered on the Board of Directors for his local resident association, Central Okanagan Search and Rescue and most recently, as Vice-President of the Canadian Union of Public Employees Local 338.

In his personal time, you can find Jason enjoying live music, riding the local mountain bike trails, and spending summers in his pool with his wife and kids.


Khatereh Baharikhoob – Director
Ontario

Khatereh BaharikhoobKhatereh is a passionate urban designer who strives to make the world a better place to live, work and play. Khatereh has a bachelor’s degree in architecture and master’s degree in urban design and is currently an associate senior urban designer at DIALOG.

Khatereh is also a member of Ontario Association of Landscape Architects (OALA). Her experience encompasses urban design, landscape architecture, land use planning and ecological urbanism, at regional, municipal and development scales. Given her interdisciplinary background, Khatereh tries to view the elements of design, never in isolation and always as a system of relationships. This multi-layered approach to design enables her to identify the unique challenges and opportunities in planning and design process.

In 2021, Khatereh completed the CPTED level 1 course at CPTED Professional Training Centre in Ontario. In her work, she promotes both CPTED first and second generations and employs a careful, human-centric and context-sensitive approach to applying CPTED principles to her projects. In her view, it is a critical time to be an urbanist and a very special moment to plan for a better and safer future.

Gregory N. Smith, CPP, CHPA, CPD – Director

Gregory N. SmithGreg is a dedicated and passionate practitioner of CPTED and currently applies his skills in Public Sector Healthcare as well as an owner of an established security management consultant; Urban Security Innovation Inc.

Greg has established himself as an innovative leader in the security industry for over 27 years, establishing best practices in Physical Security, Life Safety, and Crime Prevention Programs. Greg has been recognized for his efforts by Security Magazine for Best Practices in Security and a Safety Recognition Award for Best Practices in Parkade Security and Safety by the City of Edmonton and the Edmonton Police and featured in several newspapers as a local resource in crime prevention.

Greg is a lifelong learner with three professional security designations in CPTED, Healthcare and Security Management, formal education in Security Management and Leadership from the University of Alberta, Grant MacEwan University and Wharton School of Business.

Greg has volunteered on the board of Directors for the Edmonton Downtown Business Association, Chair of the Edmonton Safer Cities CPTED Committee and served on the local chapter of ASIS International. Greg is a regular facilitator for the Edmonton Police Crime Prevention through Environmental Design (CPTED) and Crime Free Multi-Housing programs for the Edmonton Police Service.

Greg loves to tour around on his motorcycle, find great golf courses, meet friends down at the range for friendly target competitions and settle down at many of the world-renowned Vineyards in the Okanagan Valley.

Robert Clarke – Director

Robert comes to us with 25 years of front line and senior leadership experience in the Correctional sector, where he has gained an appreciation of how environments can shape behavior through physical design and human interactions. He is a corporate security professional, with experience in crisis management, conducting security assessments and developing security policies and programs for various clientele. CPTED methodologies form an integral part of his work in order to balance physical security needs of buildings, whilst hoping to influence behaviors by users of the facilities he works with. Robert first received his training in CPTED in 2019 and continues to look at ways to expand on that knowledge towards community safety and well being initiatives.
